how to reduce file size but retain quality

i've been asked send photo 'at least 400dpi' magazine. i've increased ppi 450 without resampling file size remains @ 7mb large me send on system. can reduce file size without reducing quality?

unfortunately you, requirement of sending photo "at least 400dpi" meaningless requirement.

 

the requirement should 400 ppi (not dpi), there requirement vague , pointless.

 

in order know how advise, need know end result of photo be. going printed? if so, @ size? going displayed on web site, or computer screen, not printed?

 

lastly, size of file not indicate quality of photo. merely changing ppi not change quality of photo. these relatively independent of 1 another, , merely changing ppi (not dpi) in file not change size of file, not change quality of photo, nor change single pixel.
