Uncontrolled expansion when moving guides for bottom of page and browser etc.

when move guides bottom of page , browser , footer, guide (and therefore page) starts move down... on , on uncontrollably. have tried click on guide and, in desperation, randomly , stops , can move up. why this?

does happens everytime try move guide or intermittent? happen when on master page or normal page?

have tried restarting muse? on windows platform or mac?
