How do you get objects to scale proportionally?

indesign cs4.

 

i can't objects scale proportionally using scale tool.

the usual holding shift key doesn't work.

 

so how grab corner drag new proportionate size?

be more specific. kind of object trying scale? if want content scale, need hold down cmd/ctrl key shift key.
