we planning use joomla! platform api standalone apps.

now read in tos of jed following rule:

d3. developer sites
....
7. sites redistribute joomla! not listed security reasons.

my question is, rule affect joomla! cms or joomla! platform api well?

it applies cms. rule designed prevent people using outdated versions.
