need help with text box

i can position text box in layer 1 on photo when type in it, text doesn't appear. typer text appear in 'layer" box however. how text on picture?

if you're referring "text panel" effect effects panel, name of misnomer, since has nothing text -- creates panel.

when type text, if you've got large enough point size , contrasting colour set foreground colour, should see text , able move text move tool text positioned on text panel.
