Reviews sent by email are sent to others as an attachment

normally when sending pdf review through email client, use outlook, pdf attachment in email lately outlook sending entire email attachment inside blank email? creating step of opening attached (original) email open pdf , stamp or comment.

when review sent file email looks normal (no second email attached). happens reviewers in outlook 7 , 10. know why? reading = )
