backend overlaps sections and has null links - Joomla! Forum - community, help and support

i copied upgraded files upgrade folder root. site seems there , basic things working (haven't checked yet).
the backend, mess. global configuration has sorts of info overlapping instructions/options on right side , can't access of links system, etc. looks trying reach #.

the articles have right side overlapping jceditor can't see edge or scroll down page.

i tried re-copying administrator folder root has made no difference. have done wrong?

have edited paths in configuration.php reflect move subdirectory root_directory?
can access extensions menu?:

1. make sure database has been updated reflect changes update(s)
   
   1. go extensions=>extension manager->database tab
   2. click fix button (top right toolbar).
2. also , make sure clear joomla cache files.
   1. go extensions=>extension manager->updates tab
   2. click purge cache
3. report outcome.
