i wanted control manual character formatting in indesign cs4 , above. people gone ahead , change font using "character formatting palette" instead of using character styles instructed best practising use character styles various emphasis such italic, bold, bold italic, superscript, subscript etc...
i wanted disable character formatting in control panel & character shortcut ctrl+t (win) cmd+t (mac) alone in indesign cs4 , above. character formatting option should work in paragraph , character styles i.e. should able create if new styles required instead of applying manual character formatting. appreciated if 1 helps on big issue.

this sort of things cannot done out of box. hide menu items in view menu (and *may* enough class of users) won't memorized hotkey call panel.
can't circumvent issue running script *afterwards* replace local formatting character styles? there few of floating around -- of course it'd need adjusting use own character styles.
