Image opens at 1% instead of full-size.

for unknown reason when try open image file using pse9 image opens @ 1% resolution instead of full screen.  have manually enlarge file 100% , enlarge it's window well.  i've tried re-installing software problem persists.  using mac os10.6.8

go username>library>preferences , delete:

 

com.adobe.photoshopelements.plist

adobe photoshop elements 9 paths

adobe photoshop elements 9 settings

 

repair permissions , try again.
